address wrong: sumit bug reports using (X)Emacs (debian-el)

Hello

I have used Debian for a while sending bug reports with the debian
tool debian-el for the (X)Emacs editor. To my surprise this package
exists also for Kubuntu. However when I started it the bug address
was the debian address
Debian Bug Tracking System <submit at bugs.debian.org>

This can't be? I don't mind changing the addresses in the lisp package
and submit a patch, but to whom?

If somebody could point me out the corresponding documentation, I
would appreciate it.
