Running an old 32 bit app on AMD64

When you followed these instructions, did the step:
  dpkg-reconfigure locales
work OK?

When I reached that point, I got:

And similar messages appeared with monotonous regularity in the following
steps, to the point where it seems like something is definitely wrong.
