where is "man 3 getopt" ?

The subject says it all except that the same problem exists for getopt_long.

aptitude show getopt ... etc. doesn't show anything and I've run kfind for 
*getopt.3* over  / and get nothing.

I can compile and link a C routine to these names.

I'm running kubuntu dapper.
