That's *always* been the way it's run, both in debian, and ubuntu. The
transitional packages are not done between more than one release,
because it would just get too confusing (think of an X transition,
python transition, php4 transition, UUID transition, goodness knows what
else, those are the ones coming to mind - and that's just between dapper
and feisty)
I'm not terribly familiar with alternatives - but I dont think you can
upgrade suse 10.1 to 10.3 for eg, either - at least, not without solving
the dependancy problems yourself. Of course, you can do that with
ubuntu too - but you cant be promised a trouble-free upgrade if you're
going to do that.

That's what's promised, yes. However, feisty is NOT A LTS. No matter
what you hear on forums, or on user lists, if it's not said in the
original release announcement, and following ones, that it's a LTS
release, then it isnt.
You *will* be able to upgrade just fine between LTS releases. That's
not what's being discussed here. That situation is not yet applicable.

I'm still not sure that dapper is so stable - ie, edgy's getting more
stable release updates, but am not about to argue this point.
