On the Taskbar do a right click and choose "Configure panel" from the
resulting menu. On the resulting screen click on the last icon on the
left called "Taskbar". Uncheck the "Show Windows for all Desktops"
option. This will make the taskbar show only the programs running for
the current desktop.
If you mean the shortcut icon on the desktop to only be able to run it
from a particular desktop, You are out of luck, in KDE as well as Gnome.
