By accident I got the dialog appearing as normal agin. During backup
with rsync I got read-error messages regarding three or four
1-Byte-files with "lock" in the filename, in the ~/.kde directory. With
permission set to 600 and user:group as root:root I could neither read
these files nor delete them, only as root.
Removing them got my file dialog back to work. Only, I don't know which
one of these files was exactly causing the dialog trouble. I just
deleted them all in one go.
