Assigning ROOT a password

The root account is always enabled but login for root is disabled. In 
failsafe mode you don't login but you get a root shell without login, 
just like you can get a root shell with the command "sudo -i".

No, you don't have remote access to the keyboard to a) select fail safe 
mode and b) enter commands via the keyboard in your root shell.
