Can't change desktop background

I've always been able to change it through right-clicking on the
desktop and selecting "Configure Desktop".  The Background settings
are the default configuration there so you should be able to find what
you need there.  I have mine set to the default.  Another thing to
consider is that if the file you're instructing kde to use as a
background isn't there you will only get the background color...
