best program for creating labels?

Some years ago, when I used to use Word Perfect, it had the wonderful ability
to split a page both vertically and horizontally! And it was pretty easy to
make these sub-pages match a sheet of labels, after which pressing CTRL-Enter
would move the cursor to the next sub page. Pressing it on the last sub page
of a sheet would give another sheet, split into sub pages exactly like the
first. Great for printing sheets of address labels using the mail merging
facility.
If only Open Office could do that trick. As far as I can tell, it can't.
