I don't think that one needs to change distro's to get kde 3.5.11. Like with 
any other software, it's always possible to update without using the official 
repositories of Kubuntu. For the normal user, who is used Windows and 
the 'windows-functionality' from Kubuntu, this might be a bridge too far 
though.
