Intrepid KDE 4.2 I am locked out of konsole and Adept. both say something is running, but isn't

Do you have these files:

/var/lib/apt/lists/lock
/var/lib/dpkg/lock
/var/cache/apt/archives/lock

?

Remove them. The run (from a terminal):

sudo aptitude update
sudo aptitude dist-upgrade
