Hidden Memubar does not drop down when I put cursor in upper left corner.

I have had this happen a couple of times.  What I did was to change the 
setting to only hide when a panel-hiding button is clicked.  This made 
the panel reappear.  Then I set the panel hiding back to the way I want it.
