How do I activate my sdb5 partition and have it stay active continually.

I located /fstab in the /etc folder in /root, and opened it.  When I entered 
the data, it said denied. 

I opened a root terminal, entered my password and attempted to open 
the /etc/fstab folder and was Permission Denied.  So, how do I make the 
change?
