right-click empty space in taskbar, now it's called task manager. and
choose properties, there's one for chowing only programs from current
desktop. not sure about background, never used it.

rightclick on the address top bar of any window, and choose configure
windows behaviour, go to the focus tab, the focus policy, change it :)

compiz? is it installed? or you mean KDE4's own desktop effects?
