I just tried the classic view and yes, that's exactly the problem. If 
you use the new kickoff menu view it does work. Therefore, right click 
on the menu symbol in your panel and select "kickoff view". Then you can 
right click on a menu entry and select "add to panel", "add to 
favourites" and "add to desktop". Well, the text may be a bit different 
because these were my translations.
