Yes, "best" is subjective. Virtualbox is simple to set up and works well for me when I need to use Windows XP. VMWare is more tailored towards large scale installations and has much better remote management tools. I find VMWare too complex for the very tiny amount of use I give it, but the clincher is that Virtualbox is Free.. :D
