How do I set my local static IP address in Kubuntu 9.04

 G'day "thudfoo",
      Just guessing, by "cannot connect to the Kubuntu 9.04 machine" , 
are you trying to use ssh/scp?   Do you actually have the needed 
service(s) running on the Kubuntu 9.04 machine?  "Connection Refused" 
would indicate either a missing service or an authentication problem.
