(jaunty) What are blocked updates?

Hi all,
I'm using a Kubuntu 9.04 (upgraded fron 8.10)

Today the update notifier showed me 4 blocked updates: it is the latest 
kernel image.

So my questions:

    * what are blocked updates?
    * have I to force the update manually?
