No...

and you're right that it's been dropped, though I would hardly expect that 
to cause it to be _removed_.

In any case, you can get it from :
  http://packages.ubuntu.com/jaunty/kde-pwmanager
it may, however, conflict with something in karmic.

What does it do?  It says it has a "KWallet emulation layer", but it only 
seems to be doing what KWallet is supposed to do, so I don't see the point.
