I got a sliver of an idea from the Kubuntu forums, and it was enough
to put me over the edge toward finding a solution.

I added my name to the dip group and after rebooting I could run kppp
from a terminal. I still had trouble configuring the app, but running
it at least created a kppprc file. I then replaced that rc file with
my old one, and I was able to completely configure, and run, kppp.
(An interesting point... All the machines I dial in to are behind a
phone switch and require a code, e.g., #22, to switch through to the
desired machine. I used to have to put the code in the dialing string
as \#22, but now it must simply be #22.)
OK, running KPPP from the panel icon was still not working. Right
clicking on the icon and choosing "icon settings" pulls up the config
window. Under the application tab choose "Advanced Settings." There
KPPP can be set to run as a different user. This made the icon on the
panel change to a question mark, but I was able to change it back to
the regular KPPP icon.
So, once again all is well in the world.
