No, that is pretty much accurate. Since Karmic is a stable release
now, there will only be very little updates which are security related
most of the time.

New versions of packages will eventually show up in either the
karmic-proposed for officially approved packages (which is rare) or in
the karmic-backports repository.

If you want brand new versions of for example KDE or Amarok releases,
you can still activate the kubuntu-backports PPA from Launchpad, but
while those are officially packaged by the Kubuntu team, there is no
support for it, since it is most of the time just a mirror repository
of the Lucid packages. Consider this as a repository for advanced
users, since package dependencies can sometimes break.

Of course the Kubuntu developers are glad if they get feedback from
the users. Be aware that, while a newer version of KDE is sure to show
up in the PPA, it's rarely a good idea to update as soon as new
packages show up, unless an official announcement has been made on
http://kubuntu.org. Since a KDE release is something like 280+
packages, it takes time to package and it can easily take 10 or more
hours if the server is under heavy load. Usually there is also an
announcement in the /topic of the #kubuntu channel on
irc.freenode.net.Feedback about problems with the PPA packages should
go to <kubuntu-devel at lists.ubuntu.com>.
