Service menus seem to be found here
/usr/share/kde4/services/ServiceMenus
At least the RootActions one works for me in both Konq and Dolphin when put 
there. I believe you can also put them in 
/home/<USER>/.kde/share/kde4/services/ServiceMenus if  you don't care if all 
user accounts have these.

The few from kde-apps.og I have tried out  so far seem to work fine in both file 
managers.
