I think you should give up the "during shutdown" concept. I have
explained (and also Derek Broughton) that the grub updated during
package upgrade, not during shutdown.

The chatttr +i would make you use old kernel, when there is a kernel
update. But to check the /boot/gurb/menu.lst before and after upgrade
is very simple. Also ls -n /dev/disk/by-uuid  is very simple as well.

I am not sure why you would not do it........ Oooh, I understand, it
is shutdown script !!!!! :)
