Thanks Alan. I took your advice and installed a bunch of apps related to php 
and pear but wasn't fruitful. But I did find a .tar of phplib earlier but I 
couldn't figure out how to use it, so thats when I asked the list. After trying 
your suggestion, I was browsing the phplib directories and I ran into all the 
include files and template.inc was in there.

The bulb went off in my head and I changed the includes path in my php.ini file 
to point to the file with all the includes and all works now!

After this 8 hour minor setback, I'm excited to get back to coding again.
