"Proper" upgrades will ultimately always leave some config files or outdated
config in place and neglect to activate new features. For me, something caused
my X server to crash every now and the when I pressed enter and some other
keys. That bug wasn't present after a re-install, so that really was the only
long-term option available.

Also, not every distro behaves as well as Debian-type ones when upgrading.
Back when I was still using Suse, one simply had to re-install every couple
of releases because the system became unusable due to an extreme amount of
garbage.

A nice, fresh start with a fresh, clean install often is the only sensible
option.
