Desktop effects not available

The other day I did a fresh install of Kubuntu 11.04; we'll actually I 
installed 10.11 and upgraded to 11.4) on a PC with a new low-end GFX card.

When I booted from the Live CD Desktop Effects worked but now I cannot enable 
them from System Seetings as shown in the image below:

The card is a Sapphire Radeon HD5450 and lspci reports it as "VGA compatible 
controller: ATI Technologies Inc Manhattan [Mobility Radeon HD 5430 Series]".

I have tried both the radeon driver and fglrx.

glxinfo:

glxgears freezes totally btw.

Does anybody have a hint on where I should start?
