My experience with 'network-manager' ... which is becoming the standard
program for all sorts of internet connections, is that it does a
complete scan of the interfaces at start-up.  It might be worthwhile to
test whether installing the usb-dongle at startup allows the modem to
be connected.  You see the modem MAY also be detected as a mass-storage
device.  For whatever reason, greyed-out on the screen means that the
modem was not detected.

Try this:

install the usb-dongle.
reboot.

now look over the content of your dmesg (in /var/log/) ... it should
have a line showing that ONE of the usb ports is connected to a modem
and it should give the chipset/brand of the dongle.
