deactive tooltips

Maybe not system wide, but...System Settings>Workspace Behavior>Workspace> deselect "Show Informational Tips"

Hi, 

I am trying to find a way to deactivate tooltips system-wide. 
Till now I only found solution for specific applications. 
They are most annoying in chromium because on many websites they appear 
everytime I move the mouse pointer.
