Where did you set "no proxy for"? If you set it in systemsettings, it 
would be honored by KDE browsers like konqueror or rekonq but not 
necessarily by others. I don't know where to look for chrome or 
seamonkey. Firefox has its own proxy settings in the preferences / 
advanced / network tab where you can configure how firefox connects to 
the internet.
