Not sure what's wrong with whatever app is launching when you click on
downloaded file, but you can open Terminal/Konsole, cd to where the
downloaded .deb is try running "sudo dpkg -i ...", for example:
sudo dpkg -i google-chrome-stable_current_amd64.deb
You may end up with missing dependencies. Then run
sudo apt-get -f install
which should pull missing packages. On 13.04 you may also need point 5
in
