I would take a look to their dependencies. Perhaps they are kept back,
because they conflict with old packages that need to be removed.
Usually upgrades are done by "dist-upgrade" and not by "upgrade",
http://linux.die.net/man/8/apt-get , but when running "dist-upgrade" you
have to be careful, to avoid that needed packages will be removed.
