bugs.kde.org for this, as it is likely a kde software bug. This is working 
fine for me, on both my fresh install, and my upgraded box.

This is a packaging thing, or similar, so this is a bugs.launchpad.net thing
$ ubuntu-bug synaptic
It is probably a menu entry snafu, but I just installed it and it opens just 
fine here.

That is a kde issue, and it probably is that there may not be any settings for 
that widget (yet). I see this in the sticky notes widget, which does all its 
settings via a right click in the widget itself. I think some things are just 
not implemented yet, I believe I saw somewhere that this is coming, but cannot 
find the link. But, yes, having a config wrench that opens a useless dialog 
box is not brilliant ;)
