Perhaps Ubuntu gives a choice and this is only used by upstart, but
ignored when using systemd?
Or it is used by systemd, but the unit starting it isn't enabled?
Btw. I dislike systemd, even the real/clean systemd, but the real/clean
systemd can't be blamed for the odd Debian/Ubuntu hybride systemd.
