Akonadi Send Later Agent not sending later?

Hello Folks, I'm trying to get the send later agent to send mail later in 
kmail 4.13.3 on a netbook, but no joy.

I select the "send later via" button and then select the "Delay" option and 
choose a date & time, then select "Send Later" at the bottom of the box. This 
sends the message to Drafts and this is where it sits, not moving at the 
appointed time.
I can't find anything with google regarding the agent, other than the handbook, 
which doesn't troubleshoot.
Any help would be appreciated on this.
