Time Problems in Kubuntu 16.04 and 16.10

Well, it seemed to work - initially.  Monitoring in Kubuntu, the clocks
on both systems jumped back an hour at 2.00am.  One system is a Dell
desktop dual-booting between Kubuntu 16.04 and WinXP, the other an Asus
laptop running Kubuntu 16.10 and Win10.  When I switched to XP on the
Dell the boot-up screen hung while showing the WindowsXP logo - an
uncommon event.  A power-button reset was needed to get it running again
but it was now showing the same time as 16.04.  The laptop showed no
such quirks and Win10 also showed the same time as 16.10.  There I put
both systems (and myself) to bed.

This morning I found that both Kubuntu systems still showed the correct
time but both Windows systems were running 1 hour behind time!
I disabled the mods. and both Windows systems got back in step with the
rest of the world.

I am hoping, before long, to entirely dispense with MS intrusion-ware so
I don't expect to be pursuing the topic, though I understand why others
might.
