laptop-mode fixes - bug#77560 - search for a dev

Folks,

I'm searching for a dev who can integrate the patch I supplied to
https://launchpad.net/bugs/77560

In a nutshell, when laptop-mode is run without root privileges (as could
be the case if a user invoked it with the status option), a number of
operations fail silently because of improper permissions. I added
permissions checks and error messages around those operations, making
the code a little more robust.

The patch I supplied is to the script itself, not to the package, so
there is a bit more work required to get it ready for inclusion. If you
or someone you know have a) the background and b) the interest, I'd
appreciate it if you could massage this into shape.
