about refresh rate

   flight2 in my dell latitude d600 taptop,the default refresh rate is 60Hz.system/prefences/screen resolution/ ,there is  only one refresh rate 60 to select,no other refresh rates can be selected.Is this normal? How can I use more refresh rates?
