Is it 10minutes, or is it 3 minutes (normal boot time of 1 minutes plus
2x DHCP timeout of 60 seconds?).

The network stuff really needs to get sorted and hopefully will during
Dapper;  whether we have a network or not shouldn't really affect any
daemons starting afterwards, and if it does, they should register a
call-back to be alerted when the network-state changes and comes up.
