When should ENABLE_LAPTOP_MODE be set TRUE?

The subject line pretty much says it all - tail /etc/acpi/acpi-support
shows
# Switch to laptop-mode on battery power - off by default as it causes
odd
# hangs on some machines
ENABLE_LAPTOP_MODE=false
but according TFM, laptop mode is what allows the hard drive to spin
down, etc. I understand why it is off - same reasoning as causes ACPI to
be off by default on my laptop, basically the precautionary principle at
work, but when should be it on, and who turns it on, other than a power
user at the command line?
Additional background....
There are only two mentions of this setting in wiki.ubuntu.com, one
related to ATI cards, and the other to a specific laptop:

Interestingly enough, thinkwiki.org also has only two mentions of this
setting, again one for an ATI video card (prob. related to the Ubuntu
wiki page) and another that mentions editing the file by hand to get
"proper power management".
On a semi-related note, I filed a bug and patch against the laptop_mode
