Bug or not ?

Hello,

I did just start with some hardy alpha3 tests on my Toshiba Tecra A9 
laptop.
With 7.10 we had the "problem" that the builtin bluetooth adapter was 
not seen, until 

sudo toshset -bluetooth on

was called to poweron the device.

In hardy this seems to be the same "problem".
Is it recommend to open a bug in launchpad for this, or is this the 
"expected" behaviour ?
