Deny joining of teams

Err, we are talking about ppl who want to join ubuntu-dev or
ubuntu-core-dev, no?

In this case, we can perhaps special case it a bit. Since we require
that applicants are already member of the team 'ubuntu-members', and we
assume that all members of 'ubuntu-members' get a valid @ubuntu.com
alias for free, I think we can assume that 'lplogin at ubuntu.com' should
reach the applicant.

If they are not member of ubuntu-members, then we can just reject them
from the team with the reason ''please look at http://url how the ubuntu
membership process works and what to do to become an ubuntu-member''
