i wish it was easier to edit tags

I would like to, e.g. tag a group of bugs with ui consequences or  
related to networking so that i can look at them together or refer  
them to someone else.  This is a bit hard at the moment - the tag  
feature in general is hard to reach.  For each bug I need to enter  
it, then click "edit description/tags", which frustrates these uses.

I realize there are problems with well-intentioned but uninformed  
users adding bad tags but I don't think hiding them from expert users  
is a good price to pay.

It would be nice if some of these were possible:

  * add tags when creating a bug (at least if an expert user or using  
the advanced interface)

  * select many bugs and tag them

  * directly edit tags in the bug detail page
