That bug does not appear to be one of the duplicates from bugzilla.

The bugzilla import process was written to use bug watches as a marker
to associate the new Launchpad bugs with the bugzilla bug numbers.

It seems that in this case, someone created a Launchpad bug ahead of the
migration and created a bug watch pointing at the bugzilla bug, so the
importer treated that bug as the Launchpad version.

I'll see if I can get a fresh copy of the bug imported.
