I just now wanted to file a bug on multiple packages in ubuntu.  I
asked on IRC how to do it and am giving the outcome a try but it would
be good if MaloneEmailInterfaceUserDoc said how to do this.

In general, the formal properties of the `affects' command aren't
described there.  Shouldn't `affects' be listed as one of the commands
whose description and semantics are clearly stated ?
