Hi Kreuger,

I'm sorry you found it confusing.  But it's not correct that you need to
set up an external bug tracker - once you've created a project you can
just click "Report a bug" and off you go.  Linking to an external bug
tracker is entirely optional.

I'm not sure how or whether one can deregister a project - maybe someone
else will answer.
