Request: Comments for suggestions

Hi,

perhaps you already know me from my previous mail.

I think that I am right if I say that Rosetta stands for a low technical
barrier for new translators and so wants to attract more people for the
translation work. But currently it is not possible to provide a good
guidance for new translators in the Rosetta framework.

It would be nice to see a possibility to discuss suggestions. Rejecting
a suggestion without any comment doesn't help the new translator much.
