Well, the URL above does work. I think you're saying that the URL linked
from that page 404s:

    http://bazaar.launchpad.net/~vcs-imports/gnome-system-tools/main

I said the same thing, but:

    a) bzr get http://bazaar.launchpad.net/~vcs-imports/gnome-system-tools/main

    b) Look at http://bazaar.launchpad.net/~vcs-imports/gnome-system-tools/main/.bzr/

So it is there, it just doesn't appear to be! We're working on
clarifying that somehow.

That is in fact one of the main reasons for which Launchpad was created!
The implementation of it is rather complex, and requires some backend
parts to be working (Sourcerer in particular) but it is definitely
planned and going to be done.
