bugs pane moved

hi,
i was looking around LP and i noticed that teh pannel with stuff like
'report bugs' had been moved on *some* pages. [1] as an example.
I noticed a bug against LP regarding searches not having enough room, is
that why it was moved? Its increadably disjointing having something like
that move around teh screen at will.
