This is a reasonable approach, and you can do it for email submissions
too.
The email that you send out should NOT contain the full bug report
contents to avoid this facility being useful for spam relay.
But, the full bug report contents SHOULD be discoverable somehow even
if not confirmed, so that if someone notices or realises that they
gave an incorrect email address, there should be a way for them to
find their previous report and change the address.
