Yes, you can. At the moment, this is useful mainly for Malone, so you
can register bugs in distribution packages (e.g. an Ubuntu package) as
occurring upstream as well.

When logged in, the current maintainer can choose "Change Maintainer",
and enter the ID or e-mail address of the upstream person (provided
they have a Launchpad account already).
We don't yet have a process for saying "Hey, that product's mine!" when
the current "maintainer" doesn't want to give it up. I've just reported
